NIH DISCLOSURE UPDATES

As part of the federal government’s efforts to protect federally-supported research from inappropriate foreign interference, The National Institutes of Health (NIH) have provided guidance and reminders regarding disclosures of foreign support when applying for or conducting NIH-supported research. Key points of the NIH updates and reminders are summarized below.

BIOSKETCHES
Per NIH Notice NOT-OD-21-073, the Positions, Scientific Appointments, and Honors section of the Biosketch must include “all positions and scientific appointments both domestic and foreign, including affiliations with foreign entities or governments.” For more information on Biosketch updates, please refer to the following:


OTHER SUPPORT
NIH Notice NOT-OD-21-073 provides important reminders and updates for Other Support, including the following:

  • “Other Support includes all resources made available to a researcher in support of and/or related to all of their research endeavors;”
  • NIH now requires “supporting documentation … for all foreign activities and resources that are reporting in Other Support;” and
  • NIH now requires “immediate notification of undisclosed Other Support.”

FOREIGN COMPONENTS
NIH Notice NOT-OD-19-114 provides important reminders about reporting foreign activities, including the following:

  • “The addition of a foreign component to an ongoing NIH grant continues to require NIH prior approval;” and
  • “If an activity does not meet the definition of foreign component because all research is being conducted within the United States, but there is a non-U.S. resource that supports the research of an investigator and/or researcher, it must be reported as other support.”
