NSF NSPM-33 Guidance and Terms

To comply with the National Security Presidential Memorandum 33 (NSPM-33), the National Science Foundation (NSF) created a table “NSPM-33 Implementation Guidance Pre- and Post-award Disclosures Relating to the Biographical Sketch and Current and Pending (Other) Support” that indicates what investigators need to disclose to the federal agency and in what format.

The NSF has also created a list of NSPM-33 definitions to ensure requirements are understood and consistently applied. Some of the defined terms include:

  • Academic appointments and positions
  • Conflict of commitment
  • Covered individual or senior/key person
  • Digital persistent identifier (DPI or digital PID)
  • Foreign country of concern
  • Foreign government-sponsored talent recruitment program
  • Institutional appointments and positions
