Five Day Internal Deadline for Federal Contracts

Unlike the internal deadline for grant proposals, proposal submissions for federal contracts and Other Transaction Agreements (OTAs) must be submitted to the Office of Sponsored Programs (OSP) at least five (5) business days before the sponsor’s deadline.

Federal contracts and OTAs often contain more restrictive terms and conditions than grants and cooperative agreements that can have severe penalty to the University for noncompliance.

Common elements of federal contract proposals that require additional time for review include

  • Terms in proposal requirements that reference Organizational Conflict of Interest (OCI), Controlled Unclassified Information (CUI), Export Control, and Publication Restrictions
  • Requirement to negotiate a template agreement at time of proposal, instead of at time of award
  • Reviewing and completing numerous institutional representation and certification documents, which often require review and confirmation from other central offices
  • Inclusion of an institutional endorsement letter to preserve Pitt’s right to negotiate an award and not receive a unilateral (non-negotiable) award
